The Ministry of Education has announced a major overhaul of the National Testing Agency (NTA) examination system. The reforms cover question paper checks, expert panels, cybersecurity, and workplace security. The reform plan was briefed to the ministry on August 18, 2026, by NTA Director General Abhishek Singh and was cleared by Education Minister Pralhad Joshi.

Key Reforms Ordered by the Ministry

Four-Tier Question Paper Checking System

  • The overhaul introduces a four-tier question paper checking system to strengthen examination security.
  • Every question paper will go through four separate levels of review.
  • Multiple review layers will be added before printing.
  • The system aims to identify errors and reduce the risk of question paper leaks.
  • Detailed tier-wise protocols will be shared by NTA through future official notifications.

NTA Exam Integrity Timeline

PeriodEvent
June 2024NEET-UG paper leak triggered nationwide protests
June 2024UGC-NET June session cancelled a day after the exam
July 2024CBI probe launched into the paper leak network
2025High-level committee reviewed NTA processes and systems
August 2026Full overhaul announced with four-tier checks and CISF security

Changes to the Expert Panel

NTA will remove around 600 existing experts from its examination group and induct new professionals. Around 20 to 25 senior professionals are expected to join within the next two to three weeks. The new panels will focus on strengthening different stages of the examination process.

Domain Experts to Join NTA

The ministry plans to bring in private-sector professionals with expertise in key areas, including:

  • Cybersecurity
  • Psychometrics
  • Question Paper Design
  • Examination Security

Further recruitment will take place in later stages to build stronger in-house examination expertise at NTA.

CISF Security at NTA Offices

Central Industrial Security Force (CISF) teams will be deployed to protect NTA offices. The move is aimed at strengthening physical security and preventing unauthorised access to sensitive examination-related operations.

Exams Covered Under the New Rules

The new security measures will apply to examinations conducted by NTA, including:

  • NEET-UG
  • JEE Main
  • CUET-UG
  • UGC-NET
  • CSIR-NET
  • CUET-PG

Other major admission and scholarship examinations conducted by NTA will also come under the new guidelines. The new system is expected to apply to future examination cycles from 2026 onwards.

Background of the Reform

The overhaul follows concerns raised after the NEET-UG 2024 question paper leak controversy. The UGC-NET June 2024 examination was also cancelled shortly after the exam amid concerns related to examination integrity. These incidents prompted the ministry to take stronger measures to improve examination security and prevent future disruptions.

What Candidates Should Do

  • Visit the official NTA website regularly for updates.
  • Follow all admit card instructions and examination-centre rules carefully.
  • Carry a valid photo ID to the examination centre.
  • Report any suspicious examination-related information through official NTA channels.
  • Avoid unverified answer keys, question papers, and alleged paper-leak claims circulating online.
  • Rely only on official NTA notifications for examination-related information.
