The Andhra Pradesh NEET PG Counselling 2025 has resumed its registration window, allowing qualified candidates to apply for admission to MD, MS, and PG Diploma courses under the Competent Authority Quota. However, this round of admissions, managed by Dr. NTR University of Health Sciences (Dr. NTRUHS), is marked by the stringent enforcement of a high-value service bond and the disqualification of 191 candidates, signaling the state's firm commitment to utilizing medical seats efficiently and addressing healthcare needs in underserved areas.
The reopening of the application link, though with a late fee, is a final opportunity for eligible NEET PG 2025 qualifiers to register. Candidates must meticulously upload all necessary documents, as the university has clarified that the application and processing fee, once paid, will not be refunded. This competitive admission cycle selects doctors for seats in government, un-aided private non-minority, and minority medical colleges across Andhra Pradesh.
Mandatory 10-Year Service Bond and ₹50 Lakh Penalty
At the core of the state's policy, especially for in-service candidates, is a compulsory service bond designed to ensure medical expertise remains within the state's public healthcare system. All candidates admitted under the in-service quota are required to execute a bond agreement committing to a minimum period of 10 years of service upon completion of their postgraduate medical course. This service must be rendered in any government institution or public health facility within the state of Andhra Pradesh.
The penalties for failing to comply with this bond are remarkably high. Any doctor who breaches the service commitment will face a heavy financial penalty of ₹50 lakh. Furthermore, this penalty is in addition to the requirement to return the entire pay and allowances received during the duration of their in-service PG or Super Speciality courses, along with the applicable rate of interest. This strict measure underscores the high cost of medical education provided by the government and the value placed on specialist services in public health.
Rigorous Eligibility for In-Service Quota
To qualify for a seat under the competitive in-service quota, applicants must meet specific and rigorous service requirements as of the NEET PG 2025 exam notification date (April 16, 2025). The minimum length of service is defined based on the location:
- A minimum of two years of service in a designated tribal area.
- A minimum of three years of service in a rural area.
- A minimum of six years in regular government service.
Additionally, to ensure fairness and prevent misuse of the quota, candidates should not have completed 50 years of age as on the stipulated date.
Disqualification of 191 Candidates
Dr. NTRUHS has taken a decisive step against seat blocking and course abandonment by debarring a total of 191 candidates from participating in the current counselling process. This measure applies to both Competent Authority Quota (CQ) and Management Quota (MQ) seats. The debarred list comprises:
- 22 candidates who were allotted seats during the previous year’s Stray Vacancy and Special Stray Vacancy Rounds but failed to report to their respective colleges, thereby wasting a seat.
- 169 candidates who prematurely discontinued their PG medical courses between June 1, 2022, and the present date.
According to university rules, candidates who abandon their course after joining are prohibited from participating in the state counselling for a period of three years from the date of discontinuance. This strong action ensures that valuable specialist medical seats are utilized by committed aspirants.
