₹50 Lakh Penalty: Telangana PG Medical Aspirants Face Strict Service Bond for 2025 Admissions

The Kaloji Narayana Rao University of Health Sciences (KNRUHS) in Telangana has introduced an extremely stringent seat-leaving bond for candidates admitted to PG medical degree and diploma courses for the 2025-26 academic year. Aspirants who fail to complete their prescribed course period will now be required to pay a hefty penalty of ₹50 lakh, in addition to refunding any stipend or salary received.

The Kaloji Narayana Rao University of Health Sciences (KNRUHS), Warangal, has implemented a major deterrent against candidates abandoning their postgraduate medical seats midway through their training. As detailed in the official prospectus for PG medical degree and diploma admissions under the Competent Authority Quota for 2025-2026, all selected aspirants—including both in-service and non-service candidates—must execute a mandatory seat-leaving bond.

This bond is an affidavit executed on a non-judicial stamp paper of ₹100/-, wherein the candidate provides an explicit undertaking:

"In the event of my leaving the studies after joining the course, I undertake to pay to the KNR University of Health Sciences a sum of ₹50,00,000/- (Rupees Fifty lakhs only) and shall refund the amount received as stipend/salary up to that date to the Government."

The primary intent behind this severe financial penalty is to ensure that medical professionals who secure valuable PG seats, often subsidized by the state, complete their training. This prevents the seats from going waste after the counselling rounds are finalized, thereby securing maximum availability of specialist doctors for the public health system. The executed bond document must be signed by the candidate, along with their parent, and countersigned by two sureties, providing their names and addresses.

Bond Conditions for Non-Service Candidates

In addition to the ₹50 lakh seat-leaving bond applicable to all admitted candidates, non-service candidates are subject to a separate service bond requirement aimed at enhancing public healthcare services in the state.

These candidates must sign an additional bond at the time of admission, undertaking to serve the State Government for a compulsory period of one year after completing their PG course. The monetary value of this service bond varies based on the type of course:

  • PG Degree Courses (MD/MS): A bond amount of ₹20 Lakh is required.
  • PG Diploma Courses: A bond amount of ₹10 Lakh is required.

These two bonds—the ₹50 lakh seat-leaving bond and the separate service bond (₹20 Lakh or ₹10 Lakh)—collectively establish a firm contractual obligation.

Aspirants for the PG seats must fully understand the gravity of these bond conditions before accepting a seat. This high penalty underscores the commitment required from candidates to complete their studies and contribute to the medical services in Telangana.
