Why NTA Built the Expert Panel
The overhaul follows the NEET-UG 2026 paper leak in May, which triggered nationwide protests and led to the resignation of the Union Education Minister. The NTA subsequently removed approximately 600 subject matter experts and shifted its headquarters from Okhla to the Government of India Press building on Minto Road .
The new panel includes academicians, scientists, researchers, educators, translators and moderators. They will handle question paper setting, translation, vetting, moderation, answer key verification, curriculum mapping and psychometric validation for JEE Main, CUET (UG and PG), UGC-NET, CSIR-NET and NEET .
How the Question Bank Will Work
The NTA is building a large common pool of questions. Subject matter experts and translators will create and review content without knowing which questions will be selected or which examination they are meant for. The question bank will be extensive enough that neither setters nor translators can memorise and reproduce questions .
According to sources cited by the Indian Express, the NTA has already begun implementing elements of this approach. The plan is to select questions and finalise a paper just minutes before an examination to prevent leaks .
Expert Verification and NDA
Empanelment involves a strict four-layer verification process:
- Document and eligibility verification
- Subject matter committee review of academic standing and research record
- Background checks to ensure no coaching institute association
- Comprehensive Non-Disclosure Agreement, reaffirmed at the start of every assignment
The NTA has not set a deadline for empanelment. Expressions of Interest remain open, and experts will be added throughout the year .
Registration Deadline
JEE Main 2027 Session 1 registration closes on 22 November 2026 (11:50 PM) without late fee. Candidates can apply with a ₹500 late fee from 23 to 26 November 2026 .
