The most critical step in the Foreign Medical Graduate (FMG) Internship Counselling 2025 for seats in various State Medical Councils (SMCs) has officially commenced. Following the publication of the provisional and final merit lists (in states like Madhya Pradesh and Uttar Pradesh), the portal for Choice Filling and Locking is now active, starting today, December 16, 2025.

This process is mandatory for all candidates who successfully registered and whose names appear on the state-specific merit lists. Candidates must log in to their respective State Medical Council portals immediately to fill their preferences for the available internship vacancies.

Strategic Choice Filling: Merit-cum-Choice

Internship seat allotment is based strictly on the principle of Merit-cum-Choice. Candidates must be highly strategic during this phase:

  1. Prioritize Desirability: List colleges in the absolute descending order of your preference, from the most desired institution at the top to the least preferred at the bottom.
  2. Fill All Available Options: It is highly mandatory to fill every college listed in the final vacancy matrix. Partially filled applications will not be considered for allotment. Listing all colleges ensures that if you do not secure a top-preference seat based on your merit, you still have a chance at a lower-ranked option.
  3. Mandatory Locking: After finalizing the preferences, candidates must lock their choices before the deadline. If the choices are not explicitly locked, the last saved preferences may or may not be considered, depending on the state's rules, risking forfeiture of the allotment opportunity.

Essential Documents for Anticipated Reporting

Candidates should utilize the choice filling window to simultaneously prepare the mandatory original documents needed for physical reporting, which will begin immediately after the allotment result is published:

  • FMGE Pass Certificate: Issued by the National Board of Examinations (NBE).
  • MBBS Degree/Equivalent Certificate: From the Foreign University.
  • Course Completion/Compensation Certificate: Documenting the duration and mode (online/offline) of studies.
  • Passport: All pages, including Visa/Immigration details.
  • Provisional Registration: From the concerned State Medical Council (SMC) or acknowledgement of application (if applicable).
  • Domicile/Affidavit: State-specific domicile certificate or a Notarized Affidavit regarding the course completion and travel history (mandatory in many states).
