10 Lakh Penalty for Discontinuing PG Medical Courses in Karnataka
The Karnataka Examinations Authority (KEA) has established strict new seat-leaving bond penalties for postgraduate medical and dental admissions for the year 2025. Students who discontinue their degree courses after the final admission deadline will be penalized ₹10 lakh, while those in diploma courses face a fine of ₹4 lakh, in addition to losing all fees paid.
The Karnataka Examinations Authority (KEA) has released its e-Information Bulletin for Post-Graduate Medical and Dental admissions for 2025, outlining a stringent policy on the discontinuance of courses. To curb the practice of candidates wasting valuable PG seats by leaving training midway, all students admitted to medical or dental degree and diploma programs must furnish a mandatory seat-leaving bond.
The key financial liabilities defined in this bond, applicable after the final date of admission notified by the National Medical Commission (NMC) or Dental Council of India (DCI), are as follows:
- PG Medical/Dental Degree Courses (MD/MS/MDS): Candidates must pay a penalty of ₹10,00,000/- (Rupees Ten lakhs only).
- PG Medical/Dental Diploma Courses: Candidates must pay a penalty of ₹4,00,000/- (Rupees Four lakhs only).
In the event of leaving the course prematurely, candidates will forfeit the fees already paid, and must also pay the penalty amount specified in the bond to the Government of Karnataka.
Penalties Based on Specialty
The KEA rules further specify differential penalties based on the type of specialization, recognizing the varying demand for clinical versus non-clinical seats:

It is important to note that, in addition to these penalties, the rules mandate that all candidates who leave the course before completion must also pay the entire course fee and stipend to the respective medical/dental college.
Strict Service Bond and Blacklisting Rules
Beyond the financial penalties for leaving the course, the KEA has implemented other strict measures:
- Service Bond for Government Seats: Candidates who select Government seats (including All India Quota seats) must provide an undertaking to serve the Government for a minimum period of three years after completing the course, if requested. Failing to comply with this service requirement incurs a severe penalty:
- PG Medical Degree: ₹50,00,000/-
- PG Medical Diploma: ₹25,00,000/-
- Blacklisting: Any non-in-service candidate who cancels or surrenders a seat after the last date of admissions will be rendered ineligible to take admission under the Management Quota or any other PG medical/dental seat for a period of three years.
