How Does the NMC 50 Percent Fee Cap Work?
The NMC introduced this fee cap under Section 10(1)(i) of the NMC Act 2019. The guidelines were announced on December 29, 2021. This rule requires that half of all seats in every private or deemed medical college must have fees matching those of government colleges. The other half can be priced according to the college’s own rate. Colleges are not allowed to charge capitation fees in any form. The fee cap uses the rate set by the college's home state. A private college in Karnataka, for example, would charge fees similar to those of a government college in Karnataka.

Many states have now fully implemented this rule. Karnataka and Tamil Nadu were among the first to enforce the cap. States like Uttar Pradesh, Rajasthan, and others are still in the process of implementing it.The Supreme Court has supported the rule, calling it fair and not exploitative.
