The Medical Counselling Committee (MCC) has issued crucial guidelines for candidates of NEET SS Counselling 2025 Rounds 1 and 2, clarifying the process for resignation and upgradation to the Stray Vacancy Round. This move aims to efficiently fill Vacant Seats in Super Specialty Admissions. Understand the implications for your Medical Admissions journey and stay updated with MCC Counselling notices on mcc.nic.in.

In a significant development for aspirants of Super Specialty Admissions in medical courses, the Medical Counselling Committee (MCC) has released a vital notice clarifying the terms for resignation from seats allotted in NEET SS Counselling 2025 Rounds 1 and 2, and the pathways for participation in the upcoming Stray Vacancy Round (often referred to as Round 3). This clarification is crucial for managing Vacant Seats and offering candidates more flexible options for their Medical Admissions into DM, M.Ch, and DrNB programs.

The MCC has acknowledged the numerous requests from candidates who secured seats in the initial rounds of NEET SS Counselling but are now exploring possibilities for upgrading to a more preferred specialty or institution. The official notification, dated June 21, 2025, outlines specific conditions under which such resignations are permitted and clarifies the eligibility for the Stray Vacancy Round. This move underscores MCC's commitment to a transparent and effective MCC Counselling process, aimed at optimizing the allocation of highly specialized medical seats.

Resignation from Rounds 1 & 2: Terms and Conditions

The MCC's latest notification provides a clear window and procedure for candidates who wish to resign from seats allotted in NEET SS Counselling 2025 Rounds 1 and 2. It is imperative for candidates to strictly adhere to these guidelines to ensure their resignation is valid and to avoid any future complications in their Medical Admissions.

  • Resignation Window: Candidates who have been allotted seats in Round 1 or Round 2 of NEET SS Counselling 2025 can resign from their respective seats with forfeiture of their security deposit. This resignation facility is available from 1:00 PM on June 21, 2025, up to 5:00 PM on June 24, 2025.
  • Procedure for Resignation:
    • Candidates wishing to resign must physically approach their allotted college during the stipulated period.
    • It is mandatory that the resignation letter is generated online from the MCC portal by the college authorities. Any offline resignation taken by the college will be treated as 'Null & Void'.
    • Upon successful online resignation, candidates should collect their original documents from the college within the specified timeframe.
  • Consequence of Resignation: It is explicitly stated that candidates who resign from their Round 1 or Round 2 seats (with forfeiture of security deposit) will not be able to participate in further rounds of SS Counselling 2025, including the Stray Vacancy Round. This implies that this resignation option is for those who no longer wish to pursue an admission through the current NEET SS cycle or have secured an admission through an alternative process (like INI SS without forfeiture, if applicable as per earlier notifications).

This strict condition for resignation emphasizes the finality of the decision once a candidate chooses to exit the current counselling cycle under these terms.

Stray Vacancy Round 2025: An Upgradation Opportunity

Crucially, the MCC has clarified the nature of the upcoming Stray Vacancy Round of NEET SS Counselling 2025. This round is designed to be an upgradation round for candidates who have already joined a seat in Round 2.

  • Upgradation Mechanism: Candidates who have joined a seat in Round 2 of NEET SS Counselling can opt to upgrade themselves to the Stray Vacancy Round. This implies that they will not need to resign from their Round 2 seat to participate in the upgrade process.
  • No Resignation in Stray Round: The MCC has clearly stated that there will be no resignation permitted in the Stray Vacancy Round. If a candidate opts for an upgrade in this round but is not allotted a new, better seat, their earlier Round 2 seat will be retained, and they will be required to continue their studies there. This rule prevents late-stage seat blocking and ensures stability in the Super Specialty Admissions process.
  • Purpose: This approach aims to fill any remaining Vacant Seats after the first two rounds while allowing meritorious candidates to potentially secure a more preferred specialty or institution without being penalized for their initial acceptance.

The Stray Vacancy Round's schedule for NEET SS Counselling 2025 is as follows: Registration will be available from June 24 to June 29, 2025. Choice filling will be from June 25 to June 29, 2025. Seat allotment processing will occur from June 30 to July 1, 2025, with results declared on July 2, 2025. Reporting to colleges will be from July 3 to July 7, 2025.

Implications for NEET SS Aspirants and Medical Admissions

The MCC's latest guidelines provide much-needed clarity for thousands of aspirants seeking Super Specialty Admissions. Understanding these nuances is paramount for making informed decisions during MCC Counselling.

  • Informed Decision-Making: Candidates who received a seat in Round 1 or 2 must carefully weigh their options: whether to retain their current seat, resign with forfeiture and exit the counselling, or, if eligible (i.e., joined Round 2), opt for upgradation in the Stray Vacancy Round.
  • Filling Vacant Seats: The provision for upgrade in the Stray Vacancy Round is a positive step towards ensuring that precious Vacant Seats in highly specialized fields are optimally filled, contributing to a stronger healthcare workforce.
  • Fairness and Transparency: By setting clear rules for resignation and upgradation, the MCC aims to maintain fairness and transparency throughout the Medical Admissions process, reducing ambiguities for candidates.

All aspiring super specialists are strongly advised to remain vigilant and constantly check the official website of the Medical Counselling Committee (MCC) at mcc.nic.in for the absolute latest updates, detailed information bulletins, and any potential modifications to the schedule or rules.
