The Directorate General of Medical Education (DGME), Uttar Pradesh, has issued comprehensive guidelines for the NEET PG 2025 and NEET MDS 2025 admission processes. As of June 11, 2025, these directives are pivotal for thousands of aspiring doctors and dentists aiming to secure postgraduate MD/MS/PG Diploma and MDS seats in government and private medical/dental colleges across Uttar Pradesh. Understanding these regulations is paramount for a smooth and successful admissions journey. The state-level counseling, distinct from the All India Quota (AIQ) counseling conducted by the Medical Counselling Committee (MCC), holds specific eligibility criteria, documentation requirements, and procedural nuances that candidates must meticulously follow.

Key Eligibility Criteria and Domicile Rules for UP NEET PG/MDS 2025

The DGME, UP, has clearly laid out the foundational requirements for participation in the state's counseling process for NEET PG 2025 and NEET MDS 2025. Adherence to these criteria is non-negotiable for all applicants.

  • NEET PG/MDS Qualification: Only candidates who have appeared in and qualified the respective NEET PG 2025 or NEET MDS 2025 examinations, as declared by the National Board of Examinations in Medical Sciences (NBEMS), are eligible to participate in the counseling. This means meeting the minimum qualifying percentile set by NBEMS for your category.
  • Internship Completion Deadlines:
    • For NEET MDS 2025 admissions, candidates must complete their mandatory 12-month rotating internship on or before June 30, 2025.
    • For NEET PG 2025 (MD/MS/Diploma/DNB) admissions, the internship completion deadline is July 31, 2025. Failure to meet these deadlines will render a candidate ineligible for admissions, irrespective of their NEET score.
  • Domicile and Qualification for Government Seats: Uttar Pradesh is a closed state for government quota seats.
    • Candidates must have passed their MBBS/BDS examination from a medical/dental college located within Uttar Pradesh to be eligible for state quota seats in government institutions.
    • Candidates who have passed MBBS/BDS from Aligarh Muslim University (AMU), Banaras Hindu University (BHU), AIIMS Raebareli, AIIMS Gorakhpur, or any institution outside UP are not eligible for admissions to government sector medical/dental colleges/institutes/universities under the UP state quota.
  • Eligibility for Private Sector Seats: Candidates who have passed MBBS/BDS from medical/dental colleges of Uttar Pradesh or other states of India (including AMU, BHU, AIIMS Raebareli, AIIMS Gorakhpur, and colleges outside UP) are eligible for counseling for seats in the private sector.
  • Reserved Category Benefits: Candidates belonging to reserved categories (SC/ST/OBC/EWS) of Uttar Pradesh State will be eligible for counseling as per the cut-off scores for reserved category candidates released by NBEMS. However, reserved category candidates from other states will only be eligible for registration as per the unreserved category cut-off score released by NBEMS and will not receive the benefit of their reserved category cut-off in UP state counseling.
  • Foreign Medical Graduates (FMGs): Indian citizens or domiciled individuals who obtained their primary medical qualification from colleges outside India must have passed the FMGE (Foreign Medical Graduate Examination) to be eligible.
